I haven't seen this myself, but a user overseas often does. Several labels with a graphic, which I use as buttons in a panel, have tool tips that sometimes appear underneath the window of the widgets. A screen cap is attached. This is the only report I've heard of it. The user uses Windows 10.

We haven't heard of, nor seen ourselves, this issue. I would hazard to guess it's a very rare bug in either hdi_core or Windows, so we're not likely to look into this or fix it unless many more reports start popping up.
