Sometimes it would be helpful to have a small dialog triggered by a tool click appear near the user's cursor, rather than in the center of the screen, as a user convenience. Could a method be added to floating and modal dialogs to get and set their frames as you can with panels?

This is definitely possible, but is low-priority for us. I'll add it to our to-do list nonetheless, though.
